Vintage Child Girls Mini World Eyelet Ruffle Pinafore Party Dress 3T

Estate sale item. Stored in a basement and has a musty odor. To be transparent, I bought an entire lot of items and I simply do not have the time to treat/wash these items due to sheer volume. It would take an eternity. I did however, spray one with Fabreeze and it helped with the odor. I would think soaking and airing it out would work, but I am not certain of that.
There are a couple visible spots on the skirt. Please look at photos.
Loose elastic in sleeves.
